The Council reiterated (i) the call for the expeditious operationalisation of the PSC Sub-Committee on Counterterrorism and tasked the AU Commission to develop the terms of reference for the Sub-Committee and report back to Council by the end of June 2024 (ii) ACSRT to undertake a study on youth indoctrination and on the prevention of the risks of radicalisation and violent extremism among young people, and in this regard, directs the ACSRT to factor in an assessment on addressing psychological warfare and propaganda as one of the ways to prevent terrorism on the Continent. To unblock obstacles and ensure effective early warning and response, the Council requested the Commission, in collaboration with ACSRT, AFRIPOL and CISSA, as may be relevant, to undertake the tasks listed in the this Communique and report to the Council before the end of the year 2024. Lastly, the Council requested the Commission to regularise the periodic interaction between the Chairperson of the AU Commission and the Council to streamline timely responses to early warning.
