In 1992, the Government of Egypt endorsed its first National Environment Action Plan (NEAP) which marked a turning point in tackling the challenge of environment and development in Egypt. NEAP was the first policy instrument that has mobilized efforts and investments of both the Government and international donors towards addressing major environmental issues in this country, and building its environmental infrastructure. An Environment Protection Law was enacted in 1994, and a Minister of State for Environment Affairs was appointed in 1997, as the key spokesperson in the Egyptian Council of Ministers. The Egyptian Environmental Affairs Agency, the official environmental operating agency, has expanded its functions and responsibilities in all field of the environment. As a result, the state of the environment has improved particularly in the provision of water supply, in waste water treatment and solid waste management, and in decreasing air and water pollution.
