Working paper on the administrative reform of public administration in East Africa - discusses the contents of administrative structure reforms within the context of national development planning of newly-independent states, considers the impact of socio-economic factors and cultural factors on these reforms, particularly towards decentralization programmes, stresses the need for a better adaptation of management techniques to the East-African traditional cultural environment
