Mission report on areas for improvement in the educational system of Liberia, in order primarily to increase its effectivity, notes also the need to strengthen education so as to provide it with tools needed for formulating and evaluating educational targets and alternatives, reviews the economy, public finance and human resources of the country as well as the present education and training system at all levels, proposes action in primary and secondary teacher training, and in agricultural and general education, with emphasis on the improvement of the quality of education and teaching
