Abstract

This report was prepared in the Policy Wing of the African Department of the International Monetary Fund, under the direction of Anupam Basu, Deputy Director. The work was coordinated by Sanjeev Gupta, with substantial contributions from Robert Powell and Yongzheng Yang.
